Meanwhile - Hurricane Ophelia refuses to leave North Carolinas, and lashes the
Outer Banks with rain and win as coastal
residents elsewhere returned home to
damaged homes and businesses.
North Korea says it will not abandon its
weapons program until the U.S. gave it a light-
water nuclear reactor.
A car bomb explodes near an outdoor market
in a Shiite village east of Baghdad - killing at
least 30 Iraqis and wounding 48.
Clerics on both sides of Iraq’s Sunni-Shiite
divide scramble to calm believers on the
Muslim holy day amid ongoing violence that
claimed more lives.
David Safavian - a top federal procurement
