February 22 - The U.S. Marines, fighting for the battle for Hue - says it needs help for more troops. Only one battalion was committed inside the Citadel and after seven days of fighting, it is depleted and under strength…

March 1 - A presidential commission reports that “white racism,” rather than black agitation, is responsible for city rioting and for a deepening division within U.S. society that “threatens” the future of every American”… The Chicago Board of Education reverses itself and votes to bus 573 Negro pupils from two crowded west side Ghetto schools into eight all-white schools on the city’s northwest side. When a credit card is presented, a cashier calls a computer by inserting two plastic cards in the touch tone pad of a special telephone. Then the cashier dials the credit card number and amount of the charge…CATV or Cable TV gets authorization to originate programming - a first! A white plastic card, magnetically coded, is inserted into a slot of the 7-foot gray box. Inside the machine, a computer reads the card. Then the money appears in a white envelope. Interest on the money is 24% a year. All you need to do is fill out an application.

The FCC authorizes a limited system of pay television saying it will be permitted on only one station in a community that has at least four conventional TV channels. It also ruled that cable-TV - also known as community antenna television - obtain permission for picking up signals and programs in larger cities.

Here’s a rundown -

CATV systems that operate in a major market must obtain retransmission consent of the originating station CATV systems are permitted to carry distant signals within specified 35-mile zones in the 100 largest television markets only if the system has the express authorization of the originating stations to retransmit the programming of such distant signals.  Systems outside the 35 mile zone of any station could carry as many distant signals as they chose, but must carry closer stations and not “leapfrog’ to get distant stations. The commission also proposed a limit on CATV system ownership - based on subscribers, size of the community and the regional concentration.
